The harbour is an open space for everyone. You'll find all kinds of people here locals hanging out, tourists in abundance to watch the symphony of light, live music by local artists in the evenings, travelers or young expats performing their acts or arts. There's plenty of space to hang around and do. Evening in the weekends do get really populated though. I've spent lots and lots of evening here sipping on coffee or beer and enjoying music or acts of young local artists or expats.

Be careful. Do NOT take information available on Google Maps about this location literally. If you want to see the harbor then go to the shore side instead of visiting whatever locations that people put this pin at. Also, ignore websites/telephone numbers listed by Google Maps for this location. They're mostly advertisement for shops nearby. Naturally a harbor won't have its own phone number and all that.
One of the must go places in Hongkong. Previous visit to HK, my family stayed in Intercontinental HK with haborview. It's awesome...highly recommended to visit this place. My personal preference is at night when the lights are nice and atmosphere is romantic. You can take a nice stroll, watch the laser shows, enjoy the breeze and smell....such a nice place
